Introduction

The Rees & Freres Parliamentary/Public Law team, which includes Roll 'A' Parliamentary Agents, Parliamentary Clerks and specialist solicitors, joined Eversheds LLP on 1 January 2008 and the team is now based at our London offices.

The challenges for clients

Major railway, tram, port, harbour, bridge or road projects promote sustained growth in the UK economy and frequently facilitate commercial, retail or housing developments. Promoters of such projects must be confident that their legal advisers can deal with all the complex procedural requirements needed to secure all necessary consents to deliver the project and provide flexible and innovate solutions.

Apart from the promotion of major infrastructure projects public and private sector bodies may encounter obstacles which restrict their ability to achieve their aims and objectives. Problems which otherwise may appear intractable can in some cases only be overcome by statutory authority.

We can provide our clients with unrivalled experience and knowledge in the procedural, tactical and legal aspects of securing authorisations for major railway, tram, port, harbour, bridge and road projects. The Parliamentary team has specialist knowledge in the promotion of and opposition to Transport and Works Orders, Harbour Orders and Hybrid Bills. Our combined in-depth experience provides our clients with a unique level of expertise in delivering all aspects of major infrastructure projects.

By virtue of their expertise our Roll 'A' Parliamentary Agents are authorised by Parliament to promote Private Bills. Such Bills can provide the means of overcoming a range of challenges and problems where no other solutions are available.

We also specialise in researching statutory powers relating to public authorities, identifying statutory powers in private legislation, and advising on current and proposed legislation and government circulars to identify the impact the provisions may have on organisations and their interests.
